FORMER PRESIDENT ARROYO CALLS ON PAKISTAN'S STATE MINISTER FOR LAW AND JUSTICE |

Islamabad, 11 November 2025 - Former
President Gloria Macapagal-Arroyo (FPGMA) paid a late-day courtesy call
on Minister of State for Law and Justice Aqeel Malik on the sidelines of
the Inter-Parliamentary Speakers' Conference in Islamabad. She was
accompanied by Ambassador Emmanuel R. Fernandez and Consul Juan Paolo
Alix of the Philippine Embassy in Islamabad. Minister Malik welcomed the exchange of views, noting his office's remit over law and justice and its coordination role on Pakistan's international human-rights engagements. Discussions focused on Pakistan's ongoing criminal-justice reforms, including the trajectory of death-penalty policy and broader updates to criminal procedure and evidence rules aimed at modernizing the justice system-such as the use of contemporary technology for the recording and presentation of evidence. FPGMA acknowledged Pakistan's de facto moratorium on executions since 2019 and recent legislative steps reported in the Senate. Minister Malik outlined continuing efforts to further narrow death-eligible offenses through the review of older provisions, emphasizing alignment with international human-rights instruments and Pakistan's participation in relevant United Nations processes, including treaty-body reviews and Human Rights Council work. The Former President also referenced the biennial UN General Assembly resolution on a moratorium on the use of the death penalty; the Minister noted that Pakistan would review its most recent voting record in light of its ongoing multilateral engagements. The two sides discussed regional trends, with Minister Malik observing that some neighboring jurisdictions are undertaking adjustments to mandatory-penalty regimes. FPGMA encouraged Pakistan to share reform experience in regional fora and suggested future speaking opportunities for Minister Malik, particularly where a justice-sector perspective can convey reform benefits to law-enforcement communities and the broader public. Minister Malik expressed openness to prospective collaboration, including participation, circumstances permitting, in events expected in Manila.. |
