The
new Ambassador-Designate of the Republic of the Philippines to the
Islamic Republic of Pakistan, Dr. Emmanuel Revilla Fernandez,
arrived last 23 March 2025 in Islamabad, together with his spouse,
Mme. Alicia Kalaw-Fernandez. They were officially welcomed at the
airport by Ms. Rabail Kennedy, Assistant Chief of Protocol of the
Pakistan Ministry of Foreign Affairs, as well as by the officials
and staff of the Philippine Embassy in Pakistan led by its Chargé
d’Affaires, a.i., Consul Juan Paolo Alix.
The
following day, Ambassador Fernandez began his tenure as the new Head
of Mission of the Philippine Embassy to Pakistan.
Ambassador Fernandez joined the Department of Foreign Affairs in
January 2000, after placing 2nd in the 1998 Foreign Service Officer
Examination. In his 25-year diplomatic career, he has served as
Second Secretary and Consul of the Philippine Embassy in Rome,
Italy; First Secretary and Consul General of the Philippine Embassy
in Jordan; Deputy Chief of Mission and Consul General of the
Philippine Embassy in Madrid, Spain; and Deputy Head of Mission and
Consul General of the Philippine Embassy in Singapore. He has also
served as Director for Southern Europe, Executive Director and
Acting Assistant Secretary for Strategic Communication and Research,
as well as Executive Director and Deputy Assistant Secretary for
Maritime and Ocean Affairs at the Department of Foreign Affairs in
Manila.
In
addition to his bachelor’s degrees in philosophy and theology,
Ambassador Fernandez holds a master’s degree in Communication from
the Ateneo de Manila University and a Ph.D. in Sociology from the
University of the Philippines in Diliman. He has also finished
executive courses at the Asian Institute of Management, Boston
University, and the National University of Singapore’s Lee Kuan Yew
School of Public Policy.
He is
the author of A Pathway to Diplomacy and of three other books
published by the Ateneo de Manila University Press and the UST
Publishing House. He won both a National Book Award and a Gintong
Aklat Award in 2002, and was conferred a Special Award by the
Department of Foreign Affairs in 2020, for his exemplary and
significant achievements and performance outside of official work,
particularly in the field of non-fiction writing. He has recently
co-edited (with Ambassador Medardo Macaraig) the book, Making a
Mark on the Little Red Dot: Trailblazing Filipino Entrepreneurs in
Singapore.
Ambassador Fernandez is married to Mme. Alicia Kalaw-Fernandez – a
writer, painter, chef and former bank executive who used to serve as
the Assistant Vice President of the Rizal Commercial Banking
